Freedom of Expression

Freedom of opinion and expression is guaranteed in international norms. Everyone has the right to hold opinions without interference, and the right to expression which includes the freedom to seek, receive and impart information and ideas.

This right may be subject to limitations which must be 1) provided by law and are 2) necessary for the protection of national security or of public order, or of public health or morals.
